Lest this impression arise, I would like to emphasize that our knowledge of an ecological situation and the practical use of this knowledge are matters of insight rather than power. Charles Elton states the case for the management of an ecological situation when he writes: “The world’s future has to be managed, but this management would not be like a game of chess ... [but] more like steering a boat.”
