Breaking: Draft of NCAA NOA shows significant violations for Michigan

Dan Murphy and Pete Thamel of ESPN obtained a draft of the NCAA's notice of allegations and dropped a report on Sunday, which you can find here: https://www.espn.com/college-football/story/_/id/40724577/michigan-football-coach-sherrone-moore-violated-ncaa-rules-noa-draft-says
In the article, they state that in the draft that Sherrone Moore deleted a large text thread between him and Connor Stallions, among other things, and that four former Michigan staffers, including Jim Harbaugh, committed level 1 NCAA violations (these are the most severe), and that the school also committed level 1 offenses by showing "a pattern of non-compliance within the football program."
What does this mean? I react to this, as well as give my thoughts on what it means for the NCAA and other teams in the Big Ten.
