Peter Bogdanovich's 1968 film "Targets" is an exhilarating debut that stars the legendary Boris Karloff as a fading horror icon who crosses paths with a deranged sniper in Los Angeles. Loosely inspired by the 1966 Charles Whitman mass shooting, "Targets" is chilling and utterly jarring — a horror movie set in broad daylight.
